Support services in relation to EU cybersecurity certification schemes and CRA implementation

ENISA has just launched a new call (ENISA/2026/OP/0007) to contract services to support ENISA’s activities related to cybersecurity certification schemes and required interplay with other relevant legislations, such as the Cyber Resilience Act.

The purpose of this tender is to acquire services that will provide support for ENISA’s work in the area of developing, maintaining and reviewing EU cybersecurity certification schemes.

The role of ENISA as defined in the Regulation (EU) 2019/881 (Cybersecurity Act, hereinafter CSA), is to develop candidate cybersecurity certification schemes, upon request of the European Commission or the Member States. Currently, ENISA is working on 2 candidate European cybersecurity certification schemes, the European Cybersecurity Certification scheme for European digital identity wallets and for Managed Security Services.

In Part-2 Technical Specifications, a list of ENISA activities that may require support from the tenderers, such as:

  • Support the drafting of cybersecurity requirements and technical specifications
  • Support the development of supporting material for national certification schemes based on Member States needs
  • Support the analysis of national standards and national certification schemes and consolidation of the information
  • Support the establishment of the maintenance of the various certification schemes under the Cybersecurity Act
  • Support the development of guidance on key certification topics, including development of competence and capacity building material, that can be used to trainings and workshops
  • Software development, in particular of testing tools.

Total estimated budget is 2.000.000,00 € (two million euro) over a maximum duration of four (4) years.

Interested parties should bear in mind that the technical offer submitted must be no longer than 25 pages following the instruction in the related document (Part 2 – Technical Specifications)
