Security Evaluation and Certification of Qualified Electronic Signature/Seal Creation Devices

This document explicitly addresses qualified electronic signature/seal creation devices (QSCD) as defined in Article 3(23), (32) of Regulation (EU) 910/2014, subsequently amended by Regulation (EU) 2024/1183, and the related requirements outlined in its Annex II and Commission Implementing Decision (EU) 2016/650. Other devices and their certification according to Article 30 (3b) are out of scope for this document. In particular, remote electronic signature/seal services and related remote electronic signature/seal creation devices are not covered by this document. 

The document primarily strives to highlight and clarify issues towards the SSCD Protection Profile and to assist developers, evaluators and certifiers in the correct and meaningful application of the SSCD PP standards by providing established interpretations.
