The European Union Agency for Cybersecurity (ENISA) launches a call for expression of interest to create an Ad Hoc Working Group on the certification of EU Digital Identity Wallets.
This call seeks to set up a dedicated Ad Hoc Working Group to support the Agency for the purpose of preparing the cybersecurity certification scheme for EUDI Wallets. Earlier this year, the European Union Agency for Cybersecurity received a request from the European Commission to prepare a candidate European cybersecurity certification scheme on European Digital Identity (EUDI) Wallets.
The EUDI Wallet is the EU response to the challenges of digital identification, allowing secure online identification when accessing a wide range of public and private services, as well as storing, presenting and sharing personal identification data and documents, all in one easy to access application. The EU Digital Identity Wallets will protect personal data while offering a convenient way for citizens and businesses to verify identities online and share electronic documents across the EU.
The future European cybersecurity certification scheme for the EUDI Wallets, to be adopted by the Commission based on the ENISA candidate scheme, aims at ensuring the successful functioning of the Wallets. The cybersecurity certification scheme ensures that all EUDI Wallets issued to EU citizens will be functioning in a secure and uniform way across the EU. The certification scheme will verify that each wallet meets the high security requirements set by the regulation, contributing to protecting user data and privacy.
What are the specific requirements of this call?
This call for expression of interest will establish an Ad Hoc Working Group (AHWG) to support the preparation of the EUDI Wallets scheme, and is intended to:
- meet the European Digital Identity Framework (EDIF) requirements, ensuring existing and relevant certification schemes, standards, and technical specifications are taken into account;
- fit seamlessly with the suite of solutions for EUDI Wallets discussed over the last years in the eIDAS Toolbox Expert Group and its Certification Subgroup, ensuring alignment with the inputs of the Architecture and Reference Framework as part of the Toolbox process, the European Digital Identity Cooperation Group and its Certification Subgroup.
ENISA is inviting applications from experts with extensive knowledge and experience in the areas of cybersecurity certification, digital wallets, electronic identification and trust services, as further detailed in the Terms of reference of this call.
AHWG members are expected to participate actively in meetings and to contribute to the work of the AHWG, along all project phases that will lead to the development of a certification scheme for EUDI Wallets. A long-term commitment is expected from prospective members in line with the expected timeline for adoption of the certification scheme.

Background and Further Informations
Adopted in 2019, the Cybersecurity Act established the European Cybersecurity Certification Framework that allows creating market-driven EU certification schemes and helps reduce fragmentation between existing cybersecurity certification schemes. This framework will deliver certification schemes recognised in all Member States, making it easier for businesses to trade across borders and for users to understand the security features of the product or service.
